About Us
NC TOWER (North Carolina's Tool for Online Workforce and Education Reporting) is an online tool using information from the Common Follow-up System to provide aggregate information on students who attended public universities, high schools, and community colleges in North Carolina. These data include programs of study, degrees attained, further enrollment, and wage and employment information. Funding for NC TOWER came from state funds designated for the operation of the North Carolina Common Follow-up System, as well as a Workforce Data Quality Initiative Grant that was awarded to the North Carolina Department of Commerce by the U.S. Department of Labor's Employment and Training Administration.

The data in NC TOWER are derived from the NC Common Follow-up System (CFS), a longitudinal repository of training, education, and workforce data maintained by the Labor and Economic Analysis Division of the North Carolina Department of Commerce. CFS data on public university students are submitted by the University of North Carolina General Administration, while CFS data on community college students comes from the North Carolina Community College System. Employment and wage information on individuals working in jobs covered by North Carolina's unemployment insurance laws is provided to the CFS by the Division of Employment Security of the North Carolina Department of Commerce.
NC TOWER includes data on former students who are working in "covered employment" in North Carolina. "Covered employment" includes all individuals working for employers subject to North Carolina's unemployment insurance tax laws, as specified in Chapter 96, Article 2 of the North Carolina General Statutes. Employment that is not covered by North Carolina's unemployment insurance laws includes (but is not limited to):
• Individuals who are self-employed
• Individuals working for the federal government, including the military
• Individuals who are working outside of North Carolina

The Department of Commerce worked in collaboration with the North Carolina Community College System, the University of North Carolina System, and the North Carolina Department of Public Instruction on the development of NC TOWER.

The Common Follow-up System (CFS) is a longitudinal repository of workforce and education data maintained by a collaborative effort between the North Carolina Department of Information Technology’s Government Data Analytics Center and the Labor and Economic Analysis Division of the North Carolina Department of Commerce. The CFS contains data on participants in North Carolina public employment, training, and education programs going back to the late 1990's. The system also contains employment and wage information on all individuals working in UI-covered employment in North Carolina over the last 25 years, making it one of the largest sources of historical wage data in the nation.
The purpose of the Common Follow-up System is to provide information on the educational and employment outcomes of participants in publicly supported educational, employment and training programs for use in planning, policy-making, program evaluation, resource allocation, and career planning.
